General Statement of Duties
Performs responsible work in emergency communications, focusing on training and development for new and existing telecommunicators, while working a regular 12-hour rotation as a front-line telecommunicator.
Distinguishing Features of the Class
An employee in this class serves as a dual-role telecommunicator and training officer. The position is responsible for delivering and coordinating all training-related tasks, including onboarding, mentoring, call evaluations, and skill development. The employee also works assigned shifts within the 12-hour rotation schedule, actively handling 911 calls and dispatch responsibilities. The role requires strong decision-making skills, excellent communication, and a high degree of patience and leadership. This position ensures that training practices meet county, state, and national standards.
Duties and Responsibilities
Essential Duties and Tasks
Works a 12-hour shift rotation in the 911 Communications Center as a telecommunicator.
Conducts training for new hires, including onboarding, classroom instruction, on-the-job training, and evaluation.
Coaches and mentors new and existing employees, reinforcing protocol adherence and operational standards.
Evaluates calls for quality assurance and provides timely feedback and corrective guidance.
Assists with the development and updating of training materials, SOPs, and evaluation tools.
Collaborates with the Communications Manager and other supervisory staff on training progress and employee development plans.
Tracks training hours, certifications, and performance metrics for staff.
Assists in preparing staff for certification exams such as DCI, EMD, EFD, and CPR.
Stays current on training standards, changes in dispatch protocols, and best practices.
Additional Job Duties
Subject to emergency call-back.
Participates in continuing education and training as required.
Performs related work as assigned.
Recruitment and Selection Guidelines
Knowledge, Skills, and Abilities
Thorough knowledge of telecommunications operations and dispatch procedures.
Strong knowledge of EMD, EFD, EPD protocols, and call-taking best practices.
Ability to train, evaluate, and mentor telecommunicators in both classroom and live settings.
Ability to work effectively under stress and prioritize tasks in emergency situations.
Excellent written and verbal communication skills.
Ability to establish and maintain positive relationships with coworkers, supervisors, and partner agencies.
Physical Requirements
Must be able to perform the basic physical activities of reaching, hearing, speaking, and typing.
Must be able to lift and move materials weighing up to 50 pounds occasionally.
Visual acuity is needed to operate computer-aided dispatch equipment and review documentation.
Desirable Experience and Education
Graduation from high school and considerable experience in telecommunications and dispatching, or an equivalent combination of education and experience.
Special Requirement
Valid certifications in:
DCI (Division of Criminal Information)
EMD and EFD
CPR
Proficiency in Vesta 911 and CAD systems
Certification in NIMS 100, 200, 300, 700, 701, 702, 800
Completion of APCO or equivalent CTO (Communications Training Officer) certification within 6 months of hire, if not already obtained.
