General Statement of Duties

 

               Performs responsible work in planning and implementing a variety of athletic and recreation programs and activities for County citizens.

 

Distinguishing Features of the Class

 

            An employee in this class performs a variety of administrative and recreation programming duties in the development and implementation of athletic and recreation activities. The employee organizes, schedules and plans programs, develops and administers the program budget, and coordinates activities. The employee prepares promotional materials, recruits and coordinates limited service workers and volunteers, manages corresponding records and payroll, manages program registration and handles any problems or issues that arise.  Work subjects the employee to inside and outside environmental conditions, extreme hot and cold temperatures, and atmospheric conditions such as fumes, odors, and gases.  Work may be subject to the standards of OSHA blood borne pathogens. Work requires extensive public contact with the general public, city and County staff, local business owners, and community organizations in the promotion and implementation of recreation programs.  Hours may vary depending upon program needs.  Work is performed under the general supervision of the Parks and Recreation Director and is reviewed through observation, reports, results obtained, and community acceptance of programs.

 

Duties and Responsibilities

 

Essential Duties and Tasks   

  • Plans and oversees athletic and recreational programs to meet the leisure needs of citizens of the County.

  • Implements and coordinates a variety of athletic events including basketball, softball, soccer and volleyball; develops game and practice schedules.

  • Coordinates tournaments and/or camps. 

  • Solicits sponsorships from businesses to provide funding for uniforms, if needed

  • Recruits, hires, and trains temporary workers and volunteer staff, including coaches, instructors, scorekeepers, and league supervisors.

  • Orders equipment, products and supplies for athletic programs.

  • Develops brochures and promotional material; promotes programs through fliers and mailings, media print, website, and personal contact;

  • Assist in field preparation by lining ball fields to ensure athletic fields and facilities are prepared and safe for play when needed.   

  • Takes attendance at games, distributes equipment, and helps coaches and volunteers prepare for games; addresses issues that arise during event.

  • Plans, supervises and/or assists with special even planning, setup and cleanup.

  • Schedules picnic shelters, gym and related facilities; oversees collection of fees and adherence to rules.

  • Responds to public inquiries regarding program activities; address participant needs and concerns.

  • Develops and maintains good working relationships with parents, program participants & local school personnel.

  • Conducts surveys and evaluates programs; incorporates new trends and participant needs into programming; conducts feasibility studies on new programming.

  • Assists in preparing annual budget including recommendations on fees and charges.

Knowledge, Skills, and Abilities


  • Considerable knowledge of the rules and regulations that apply to organized and recognized sports and recreational activities.

  • Considerable knowledge of the theory, principles and practices of recreational administration.

  • Considerable knowledge of the safety regulations for effective recreational planning and facility usage.

  • Some knowledge of modern and effective supervisory principles and practices.

  • Some knowledge of County purchasing and payroll policies and procedures.

  • Skill in the application of information technology for registration, promotional materials, and other needs.

  • Skill in collaborative conflict resolution, teamwork, and customer service excellence.

  • Ability to survey, assess, and develop recreational activities that meet the needs of the community and citizens served.

  • Ability to use sound judgment in handling participant issues that arise during activities.

  • Ability organize and plan recreational and athletic events.

  • Ability to complete reports and maintain records of event activity.

  • Ability to hire, train, and plan the work of temporary and volunteer workers.                      

  • Ability to develop and maintain effective working relationships with other County employees, school officials, program participants, and the community.

  • Ability to communicate effectively in oral and written forms.

  • Ability to promote programs through speaking engagements and individually.

  • Ability to mentor program participants.

 

Physical Requirements


  • Must be able to perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, lifting talking, fingering, grasping, feeling, repetitive motions, and hearing.

  • Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.

  • Must possess visual acuity to prepare and analyze data and figures, to use measurement devices, to operate tractors, mowers, and maintenance equipment, and to determine the thoroughness of the work.

 

Desirable Education and Experience


Graduation from an accredited college or university with a degree in Recreation Administration or related field and some athletics and recreation programming experience; or an equivalent combination of education and experience. 

 

Special Requirement

Possession of a valid appropriate North Carolina driver's license.
