POSITION OVERVIEW
Caswell County, NC is seeking a leader to serve as their next County Manager, who will be responsible for carrying out the Board of Commissioner’s goals and directives, implementing Board approved policies, and providing oversight of the day-to-day county operations. The County Manager provides strategic direction to County departments and utilizes innovative approaches to service delivery through identification of new opportunities and business process improvement. The ideal candidate has demonstrated the ability to lead large, complex organizations, communicate effectively with diverse stakeholders and has a proven track record of strong financial management and economic development.
THE COMMUNITY
Caswell County is in north central North Carolina on the Virginia border, positioned in the middle of the mountains and coastal communities. Residents enjoy the peaceful tranquility of rolling hills and pastoral landscapes while still being near urban centers in Danville, Virginia as well as Raleigh, Durham, and Greensboro, North Carolina.
The County boasts picturesque beauty, local charm, and numerous cultural, historical, and recreational options. Caswell is home to one of the largest game lands in the state and offers a vast population of wildlife. Adding to the county’s beauty and recreational opportunities, Hyco Lake provides acres of water for swimming and boating, while SR Farmer Lake, with a large bass population, is a fisherman’s dream. Nature enthusiasts enjoy the Community Arboretum where they can relax and experience local plants and wildlife. The County honors its rich history with several museums and a historic district. The community culture is celebrated with three major festivals and events: the Bright Leaf Hoedown, Spring Fling and Heritage Festival.

THE ORGANIZATION
Caswell County operates under a Council-Manager form of Government. The County Board of Commissioners is comprised of a seven-member board with five elected within districts and two elected at-large. The County’s Management Team includes the County Manager, Deputy County Manager and Deputy Clerk to the Board/Administrative Support.. The County has approximately 300 employees, an FY2025 Adopted General Fund Budget of $28.5 million and a population of approximately 22,000 citizens.
The County Manager’s Office oversees County departments, programs, and operations pursuant to the policies, ordinances and directives adopted by the Board of Commissioners. The County Manager is the Chief Executive Officer and is appointed by and serves at the pleasure of the Board. This position includes the duties and responsibilities as the Clerk to the Board and Economic Development. The County Manager has the responsibility of implementing policies and procedures of the Board, delivering services, managing daily operations, and appointing department directors.
THE POSITION
The County is seeking a strong leader who is innovative, strategic, and an excellent communicator. The candidate must be an approachable leader who has a collaborative management style and exceptional interpersonal skills. The ideal candidate will be a process-oriented, results-driven leader with a strong background in economic development. Desired strengths include financial management, budget development, revenue forecasting and long-range planning to build and maintain the County’s financial position. The County Manager is expected to exhibit good stewardship of the County’s resources. The successful candidate can facilitate the Board’s development of a strategic plan and effectively implement the goals and initiatives. The ideal candidate will be a compassionate, confident manager who motivates and mentors staff and emphasizes a culture of providing excellent customer service.
The County Manager must have thorough knowledge of methods, procedures, and policies of county government operations as it pertains to the performance of the essential functions of this position. The candidate must possess thorough knowledge of modern public administration management as they lead and manage multiple departments, programs, and services, with the ability to formulate proposals and initiatives that enhance the operation of county government.
QUALIFICATIONS
Requirements include a bachelor’s degree in business administration, public administration or closely related field supplemented by at least five (5) years of progressively responsible senior administrative work experience, including managing multiple programs/departments, staff, and budgets; or an equivalent combination of education, training, and experience. North Carolina local government experience and a master’s degree in business administration or public administration is preferred.
COMPENSATION
The hiring range for this position is $160,000 to $180,000. Starting salary will be competitive and negotiable based upon the qualifications and experience of the selected candidate. The County has a comprehensive benefits package including health, dental, and life insurance and accrued sick and vacation leave.
